NOTICE OF PUBLIC MEETING

The City of Bayard, New Mexico wishes to inform all interested parties that a public hearing will be held at the following:

Date:  March 1, 2022

Time:  1:00 p.m.

       Location: City of Bayard

                          800 Central Avenue

                         Bayard, NM                                                             

The purpose of this meeting will be to discuss and to solicit input on possible Colonias Infrastructure Fund Applications for the 2022 funding cycle, within the City of Bayard. It is estimated that approximately $38,100,000 will be available through the Colonias Infrastructure Fund in this funding cycle.

A Colonia is defined as a rural community with a population of 25,000 or less that is located within 150 miles of the U.S. -Mexico Border and that has been designated as a Colonia by the municipality due to: a lack of potable water; or a lack of adequate sewage systems; or a lack of decent, safe and sanitary housing; and have been in existence prior to November 1990. The Colonias Infrastructure Act (ACT) was adopted in 2010, establishing a Colonias Infrastructure Board and dedicating 5% of the State’s annual Senior Severance Tax Bond proceeds for a variety of infrastructure projects within the Colonias, including: Water, Wastewater, Solid Waste Disposal, Flood Control, Road or Housing projects.

La Cuidad de Bayard, Nuevo México, desea informar a todas las partes interesadas que una reunión pública se llevarán a cabo:

El propósito de esta reunión será para discutir y para solicitar información sobre las posibles aplicaciones de las Colonias del Fondo de Infraestructura en la Cuidad de Bayard.

Colonia se define como una comunidad rural con una población de 25,000 o menos, que se encuentra, a 150 millas de la frontera México-Estados Unidos y que ha sido designada como una colonia por el (municipio/condado) debido a: la falta de agua potable, o la falta de sistemas de alcantarillado adecuados, o la falta de vivienda digna, segura y sanitaria, y han existido con anterioridad a noviembre de 1990. El  programa colonias de Infraestructura (Ley), fue adoptado en 2010, se crea una Junta de Infraestructura Colonias y dedicar el 5% anual de los ingresos mayores del Estado por despido de los bonos fiscales para una variedad de proyectos de infraestructura dentro de las colonias, tales como: agua, aguas residuales, residuos sólidos, control de inundaciones, carreteras o proyectos de vivienda.
